This is not my cake, but I could venture a guess that they may have used a flower cake pan and buttercreme frosting. The cookies would tast great with "No Fail Sugar Cookie" recipe, which can be found on the Wilton Website. It is an adorable cake!
I made a flower cake shaped just like this and I just used a flower shaped cake pan. I attached butterfly decorations (puchased at a dollar store) to the cake for that summer feel.
